Section 3m. 20.143 (1) (cm) of the statutes is created to read:

Economic development assistance. A sum sufficient equal to the
5amounts transferred to the general fund under s. 234.93 (4) (a) that relate to the
6program under s. 234.80, but not exceeding $475,000 in the aggregate, for grants
7under ss. 560.145, 560.16, 560.175, and 560.26; for grants and loans under ss. 560.62,
8560.63, and 560.66; for loans under s. 560.147; for reimbursements under s. 560.167;
9and for providing assistance under s. 560.06.".

(2) In each fiscal year, the department shall provide $100,000 from the
2appropriations under s. 20.143 (1) (c)
, (cm), and (ie) in assistance to the nonprofit
3organization specified in sub. (1) that provides assistance to organizations and
4individuals in urban areas. Notwithstanding sub. (1), the department shall use the
5moneys authorized under this subsection in accordance with the memorandum of
6understanding under sub. (1) and shall ensure that the nonprofit organization
7provides assistance to organizations and individuals in an area that includes the city
8of Beloit.
